What is the best type of Runescape pure?

I want to make a runescape pure. most likely a member account. Gold is not a problem. All i want to know is after you have everything you need what is the best pure? and if you can add level for my progression it would be helpful to because im not just gonna go training crazy ill pk in between. well thanks
