What is the soul of the Confederation?

What is the soul of the Confederation? I was reading Patrick Henry's speech for the Articles of Confederation, and then he said "States are the characteristics, and the soul of the Confederation ... " I tried to find out from the internet but couldn't find anything, please help I really want to know it's killing! Well it's not really killing but... you get the point!
