Can I use an unlocked Samsung Captivate with a data-only plan?

I'm thinking of buying an unlocked Samsung Captivate since T-Mobile forces you to have a voice plan as well as the data. Are there any carriers that will let me use this phone with data only? T-Mobile claims it "can't" be used without voice, which is obviously untrue -- but will another carrier let me do it?
