Do you know what a Shill is? Or a Tout?

A shill is an istant to a gambler, and to tout is to solicit' or maybe sell/gain information about something like votes . Or information about a race ,maybe a horse race ? I don't really remember the exact an this but think this is close. Sorry, school was many moons ago.
